ARTA's funding

ARTA’s sources of revenue reflect the way transport in the Auckland region is funded. Revenue comes from:

Auckland Regional Council           

The ARC provides grants to fund ARTA’s passenger transport obligations and to purchase services.  This includes subsidising or contracting services that are unprofitable, funding some school bus services, providing fare concessions to students and the elderly, and funding the Total Mobility scheme.

The ARC also provides capital grants to fund the upgrading of passenger transport infrastructure, including the refurbishment of Auckland’s trains and stations.

The ARC’s funding comes from rates and its subsidiary company Auckland Regional Holdings.

NZ Transport Agency             

NZ Transport Agency (NZTA) is the central government organisation responsible for funding transport.  It provides two categories of funding to transport in the Auckland region:

1.      Operating grants, which contribute to upgrading and maintaining the region’s transport infrastructure and subsidising passenger transport services.

2.      Capital expenditure grants, which contribute approximately 50 per cent of the cost of approved new transport infrastructure, excluding rail.

(Local council rates or ARH drawdowns contribute the balance of these costs.)
